I've had Sky and Openreach engineers out serveral times. After each visit the download speed returns to normal and well above the guaranteed minimum. Then after a week or so it starts to reduce a few Mb per day until it start to get unusable for streaming.
Upload speeds are unaffected and are steady at 30Mb. Download reduces from 160 to 16Mb. Which is no use for uhd.
This has been going on for years,
can anyone suggest a solution?

Could you post the router stats to the forum, there is a post at the top of the forum that explains how to post the router stats. Also, if you are on G.fast connecting can you identify whether you are using ethernet homeplugs on the premises as these would or can cause issues with the connection if nearby the G.fast telephone socket?

The router G.fast stats confirm that there is still a fault with it reporting about a 30Mbps downstream and 30Mbps upstream speed which is well below what it should be in reality when the fault is cleared.
With that attenuation figure the line should support the full 160Mbps/30Mbps.
Unfortunately, one will need to contact Sky again to get BT Openreach out to investigate the fault.

You also stated BT Openreach/Sky put a 5C broadband socket faceplate on your connection, please ensure this is marked G.fast faceplate because a 5C faceplate isn't correct for a G.fast broadband connection.
It should look as follows, note G.fast marking:

Would that be incorrect and would it have any effect on the download speed?

That is the incorrect socket faceplate it should be as highlighted in the picture I just posted and marked G.fast, and that will have an impact on the speed of a G.fast connection because the G.fast faceplate operates at higher frequencies than an MK4 VDSL2 faceplate that you currently have installed.

No G.fast logo means incorrect faceplate, you need to contact Sky and explain that BT Openreach/Sky installed the wrong faceplate, eg: a VDSL2 faceplate and it needs replacing for the correct G.fast faceplate which should sort the fault out.
