Text Messages not sending or repeatedly sending..

Hi. 

So for the last few days I have had trouble either sending text messages or when it finally does go it attaches the messages before that have been sent or it repeatedly sends the same message. 

I spoke to Sky and they sent me new SIM cards and tried in several mobiles but still  getting the same issues. 

I have reset the network settings several times and still having the issue..

Is anyone else having the same issue please?
