In India Emergency calls Only

I am currently in India and unable to recieve text even after switching on the spend cap (45 GBP limit) in SIM settings. I need help with this issue. I am carrying S22plus device and it is a dual sim, where i have india SIM as SIM2 and enabled for calls and mobile data. I just kept SIM1 (UK) for messages only and hoped to receive messages. But the SIM seems to be still in emergency calls only mode. Roaming setting is enabled in the device settings. 

Also is it free to call sky help from India? I wonder how i can do that if SIM is in emergency calls only mode.

Have you made sure your device is set to Abroad as per this:

Thanks caesarome. The first step to select abroad option in roaming menu under sky menu worked for me. Appreciate you help on this. Just have a follow up query. Recieving texts, is that charged? I haven't seen clear guidance on that anywhere. I am aware sending messages are charged.
