I have been asked to go on line and remove my icloud account from an old device, how do I do that? Its not giving me that option

You should be able to do it via your online account:

Log in to your Apple ID account at appleid.apple.com.
Scroll down to the Devices section and click the device’s name.
Click Remove from Account and confirm.

It should log you out of your old phone if you follow the instructions and select the correct device.

I don't think it's ready to let me do it online only the device received is ticked

Then you would have to ask Apple about this, you should be able to contact them via their website.
