That's because when issues happen, Sky don't give ETCs on when they would expect them to be resolved. When problems hit, it's hard for a company to know how long it will take to identify and fix a particular problem. If they started to provide ETCs for fixes, what would likely happen is that they wouldn't be met, and people would just complain even more.
