Had same issue on Sky Q but I used channel 828 or 233 for TLC +1 and now can view it

The Best is, with the Discovery App, i get a Black Screen when i want watch something... and it works only with my Smartphone.

On my Computer it works. 

The App is not Showing on my SKY Q.

I just Activate it this Evening for a try, because it is for fee with my SKY Sub.

Have you checked channel 133 and 828 for you? Both the SD and HD versions are free to air, but if you don't pay for HD, yours might be sitting at 828.

Just to extend on this: 
In Ireland, the encrypted TLC SD with adverts for Ireland is on 133, and the free-to-air HD is on 828. I did suggest that the TLC HD moved to the HD channels in the 340s, but nothing seems to have become of it.
