No Mobile Signal while abroad

I've seen plenty of people complaining of no signal/ data whilst in Tenerife but have not seen a solution. I've done all the suggested checks and reset data settings but still nothing!

Are there still issues with this please? I'm currently in the USA and it seems to connect for maybe a minute or so then return to emergency calls only.

Is this level of incompetence still not resolved after a year or? I'm away in Germany and data hasn't worked for 4 days now, tried all steps, getting the roaming passport text from Sky but still cannot access any data....
