Ok, probably not what you want to hear but withholding payment doesn't help you.
Chances are the bill was generated prior to the return being processed.
If you fail to pay then your services are likely to be restricted (and you won't be able to speak to Sky) regardless of the rights and wrongs.
Best advice is to pay the bill and then discuss with Sky.
