Hi,
Why is it that Gigaclaer can offer me up 900mbs Fibre Broadband and Sky Stream TV, but sky can even offer me any Fibre broadband?

@Lee013 Gigaclear are considered as an ALT NET (alternative network) supplier.
Sky as a company do not contract with them and therefore cannot supply Internet Broadband.
Sky currently use only the OR fibre network, and until that becomes available or not, then no sky fttp products at your address location.
If you are looking to have full fibre then you either wait for OR to become available or go with a different supplier for your broadband.
You may be able to find out on an OR website, possible availability at your area, and/or register intrest.

in the mentime Sky can only offer services over the slower copper phone network
As pointed out Sky like the other larger ISPs dont use Altnet networks of which Gigaclear are one. Generally you are limited to the networks own isp. If you are out of contract you can of course switch but currently you would have to order with Gigaclear and cancel with Sky yourself by giving 14cdays notice. If you do that allow an overlap as things often dont go as planned.

If it's of any help @Lee013 Openreach (OR) planned fibre roll out map can be found on this link,
Searchable by post code, it's a rough guide on full fibre (fttp) deployment of the (OR) network that Sky use for ther internet based services.

Largely, at the moment, by spending far more money than it's making.

How is Gigaclear offering sky stream with the broadband package if this is the chase?

Stream is Sky subscription television content delivered online to a 'puck': it's not a broadband service itself. Presumably Gigaclear have done a deal with Sky to promote Sky television: Stream works with broadband from any ISP.
