I reduced package in November because i could not afford it, i paid £60 to get sports cancelled. i was told bill from January would be £34, they charged £39. I called to question it and they said its because they removed discounts I had for sports. But they quoted £34 knowing they removed sports for me. How do I get them to honour the £34 they said they would charge ?

Sadly not. My December bill was the adjustment one and January onwards should be the new price

It's unlikely your billing will change unless you speak to Sky about it.
