My phone will ring out but nobody can ring in  I am on a care line for emergency services

Hi I am 86 years old and my phone will not get any incoming calls a sky engineer was hear yesterday to fix my t v  but now my phone won't receive incoming calls I need to be able to  have contact with care line but if anything happens to me i wont be  able to  get the care line who rings me when there is an issue
