I did phone after 7pm one night after my daughter had just lost her Baby. Surely you charge this at stanard rate. I s this going to happen everytime I call outside the allotted time. If so I did not sign up for this.

There's no Sky Talk weekdays package. It's either Sky Talk Anytime, or Sky Talk Evenings and Weekends, or Sky Talk International.
If any part of the calls you make falls outside the inclusive hours of the package you're subscribed to, the whole call will be charged at the standard rate

Find out moreSky Talk Evening and Weekends is inclusive calls between 1900-0700 (and 1900 Friday to 0700 Monday), not 0700-1900 as your thread title suggests. The calls are inclusive up to 1 hour only. Anything over 1 hour then you're charged for the whole call.

You seem to have got the concept reversed: 'weekdays 7am to 7pm' is the most expensive time to cover with a bundled call allowance add-on, and there's no way £5 a month would be enough, even with a substantial subscription discount.
It's perhaps worth noting that without a calling add-on, the (unpleasantly expensive) 'standard rate' of 25ppm applies at all times to all exchanges and UK mobiles: there's no such thing as off-peak or local calling any more.
