Setting up a new remote control

Trying to setup a new remote control to control my tv volume.

instructions say ,press control and red buttons together and wait for light to flash twice.

the light does not flash at all. So I can't enter the code for my tv.

it flashes ok when red buttons is pressedon its own, and flashes ok when select buttons is pressed on its own.

all other remote control functions and buttons seem to work ok.

What else can I try.

DId you press TV first, before Select and Red together?

Oops , no I didn't .  I just realised this myself.
