Yes sky have implemented a pretty aggressive eco mode to comply with European law. If no motion is detected after an hour should prompt you to pick up your remote. The prompt isn't on screen for very long.
It's shouldn't get shorter tho. This sounds like a bug (and something similar was reported a long time ago). Id suggest unplugging from the mains for at least 5 mins and then trying again and see how it goes.
