Whole Home is the name of the subscription supplement: as @SKY1992bf indicates it's up to the user to tell Sky how many pucks they want, and pay the appropriate upfront fee for each unit (the first one may be 'free')
Some users will choose to pay for the Whole Home add-on so they can have the Sky Go app on an Apple TV box or a games console rather than using a puck.
