I have sky tv as I was offered HD free for 3 months but I said no thanks but now am able to view HD but it's not been added to my to package.

If you have Sky Cinema then HD is included for those channels even if you don't pay for the HD pack. But you won't get Film4 HD.

Even without the HD package you are able to view the free channels in HD so those from the BBC ITV.
Or are you saying you can view others and if so which ones ?

Have just renewed my subs for another two years but after a rather elongated discussion with an agent I wad not really given any justification for continuing to be charged an HD fee. I pointed out that all SD channels were being closed later this year but the agent stated he had no knowledge of this!. How can Sky justify this, especially as I finally got this charge removed from Sky F1 as I pointed out that it was only transmitted in HD !

Only for certain old receiver boxes. (Not Sky Q)

The HD sub is only required if you want to watch certain (non free-to-air) channels in HD. Sports or Cinema subs have HD inclusive (for those channels only).

That would be because it's not happening.
Truly antique non-HD capable Sky+ boxes lost the ability to receive SD channels last year because that hardware cannot handle the broadcasting standard to which SD channels have transitioned (DVB to DVB-S2)
SD broadcast will continue until satellite television ceases to be a thing: Sky has millions of satellite subscribers who don't pay the HD supplement, and SD satellite data transit is considerably cheaper for channel owners.

I imagine Comcast Corporation stockholders are fairly keen on the hundreds of millions of pounds it adds to the bottom line of their Sky Group division.
