You probably no longer have this issue, or even the tv anymore, but on buying a new Panasonic I encountered the same problem. Upgrading from an older model the Sky remote appeared to control the volume etc, but tv would not turn off. Short / long pressing just turned off the sky box and a message no input found was displayed.

Following the remote setup route, the model was not given as an option in the drop down menu. Letting the box find my set, there were 23 possible codes on offer. Ploughing through each in turn was tiresome, not each one controlled the volume and was discounted. The earlier offerings were rejected and it wasn't until code 16 that I hit the jackpot. Now a press on the standby button until  the tv green led flashes then releasing results in the tv turning off.

Model  TV-65Z95AEB.

Only posting this so that anyone in similar position can jump straight to the solution for this model.

Yes the problem was never solved. I simply press the Sky Controller once briefly to turn on the TV and press it briefly to turn it off. It then says no source & spends 5 minutes before putting itself off. It's in the bedroom so we're asleep or out  as it counts down so it doesn't bother us. I'd never get a Panasonic tv for the lounge as it would annoy me. 
There is a person answering on this thread who keeps saying just have the tv controller to turn the tv off but he doesn't get the point that we want one controller, especially if space is tight.

I actually didn't realise I posted on this twice. I understand you want one remote. But I didn't understand why, if that's not possible, using power for 5 minutes is a preferred to just using the TV remote but space on the bedside cabinet makes sense.

 

fwiw I use 2 Panasonic TVs and they don't have this problem but maybe it's a new model thing.

Note to myself. I must double check before posting a solution. Well it turned out that code 16 was no longer controlling the volume this morning. Bizarre! Trying other codes and 7 appears to work for both on and off and volume. We shall see what tomorrow brings.  If I could I would edit earlier post but it does not seem possible. Sorry for any confusion caused.
