Why will Sky not send an engineer until a new upgrade package is agreed, surely this is illegal. Just wanted a fault repaired.

If you have a Sky+ box then they no longer support them so you would need to either engage a company local to you or upgrade to Sky Q.

The youngest Sky+ box was manufactured in 2015 and Sky hasn't offered new Sky+ subscriptions for quite a few years.  A company can choose to cease onsite support for legacy hardware and installations.
