When I press Active sim- new sim - Mobile- your sims-allowance refreshes in 28 days.

Have you checked here for any network outages:

We're sorry about the network issue you've been having. It's taking longer than we expected to fix the issue but we are making progress and will have it sorted as soon as we can. We’ll update you by Friday 20th January 2023
Updated 10:08 (refreshed hourly). Recent faults might not show yet.

Sorry again me. Still have an issue with my sim.
When I go to scan network and choose Sky its says your sim not allowed connection to this network. What that means and how to fix it?

All your mobiles issues are due to this.
