I am 23 and have no credit at the moment so was wondering if I could get a mobile phone contact

You won't know for sure until you try. Not having built up a credit history might be an issue. This link might help you build it up

As customers here we can not say if you will get turned down due to failing a credit check so all you can do is to place the order and see what happens...
