My wife is partially sighted and has difficulty navigating the sky stream menus on the tv. Is there an app that she could use on a tablet to control our sky stream puck?

It is not possible to control the Sky Stream from an app.
However your wife might benefit from some of the accessibility settings on the Stream puck.
Voice Guidance speaks out the menus as you navigate.
High contrast makes the menus easier to read.
Go to Settings > Accessibility.

Afraid not as SKy stream doesn't have an app for remote acccess like Sky Q.
As Sky stream is an IPTV system there are no apps than can connect to the box like Sky Q.
