If you have no telephone socket or Fibre terminal in your home currently then yes an engineer would be required to attend the installation for broadband. They would also very likely have to drill a hole through your wall to bring the cables in.
As for TV, if you are going for Sky Stream or Sky Glass no engineer is required for this service but you need an active broadband connection for it, and as I mentioned above it sounds like you'll need an engineer for the broadband part of it.
If you are going for Sky Q and dont have an existing dish then an engineer will be required to come and install a dish & run cables into your home from that dish via a drilled hole in the wall.
