Essentially no: while they will make a reasonable attempt  to achieve this, what's actually 'guaranteed' is a small refund if the specified minimum speed doesn't result from limited booster loan and a potential home visit. Domestic ISPs cannot offer a true guarantee to cover all property sizes and construction types without risking that the necessary hardware and installer time costs them more than their rather slim profit margin on an individual subscription allows for.

"We’ll guarantee you can get WiFi in every room, or we’ll give you your money back.

We’ll check the setup in your home if you’re not getting WiFi in every room. To improve your WiFi coverage, we might send you Sky Max Pods or book an engineer visit

Still can’t get WiFi in every room? We’ll give you money back that you’ve paid for one month's broadband subscription including Sky WiFi Max. And, if you want, you can cancel Sky WiFi Max without paying any early termination charges. "
