Speed availability on hub4.2

 does anyone know the answer to this , the details on the snap shot , the download speed stated is that the demand we are pulling into the house or is it the speed that is available to the house ,

It's the speed at which the Hub is synchronized with the upstream internet connection: 29Mbs inbound and 4Mbs outbound.

So is that the speed that is available as the openreach engineer and my 3rd party router says 37 mpbs is available.
