Your line is quite long and seems to be quite noisy but unless the minimum guarantee speed for your line is higher than 63Mb/s Openreach are unlikely to accept a fault for speed.
The hub restarted 43 minutes before you took those stats if it is restarting spontaenously it could be faulty.
