Openreach 3rd Party Permissions - job half done

Wondering if anyone has any advice on how to proceed? Ordered full fibre broadband in December. Openreach arrived in February, dug a channel in my front garden and driveway, and I have the green ducting sticking out the ground and a new box in my lawn.

I'm now being told that if they don't receive a 3rd Party Permission by next week, my order will be cancelled.

Would it not have been usual to get the 3rd Party Permission before digging up my garden and driveway and leaving me with a half-finished job?

 If the 3rd Party Permission isn't received, what are my options in terms of cancelling Sky contact and getting the green ducting sticking out of the ground removed?
