3rd party permission to work form for openreach

Openreach have been given Permission to Work by me, our neighbours have been connected, but (according to Sky) Openreach apparently are waiting for a '3rd party' to give their permission but won’t say who the 3rd party are.  No one else on our complex who has changed to Fast fibre has had this problem.
