Looking to set up a online community radio and was thinking of using Sky.
What would be the best way of going about setting up and using the providor for this station? Is there a rate just for phone and broadband only for what will be a charity station in a rural area.
Any advice or help would be welcome.

As @daveNOS says you will need to use a business ISP for internet and if you plan to play music you will need the appropriate PPL PRS licenses.

You wouldn't be 'using' Sky Broadband in any sense other than for your own internet access: they won't provide web space or server hosting, technical support, legal/copyright advice or help with domain issues. As noted above, being a domestic ISP they also cannot offer a fixed IP address which may become important to you.
If you really want your own ISP to be involved (which shouldn't really be necessary) then I'd suggest you look for a small business service provider with experience in the charity sector.
