Sky supplies something like six million UK domestic addresses with broadband: the numbers there are infinitesimal.
A period of thunderstorms will increase the incidence of individual broadband outages because copper phone line is very susceptible to over-voltage, but it's not helpful to suggest there are wider problems with any particular ISP when that's just not the case because it tends to cause affected users to persue inappropriate solutions.
The 84% figure on Downdetector is essentially meaningless because that's just the relative proportion of the category of outage logged: if a grand total of nine households reported broadband problems and one more had satellite dish issues then it would be 90% but that says nothing about the scale of anything. After high winds one would expect the proportion of satellite television problems to go up due to dish misalignment, for example.
