I've been sent an Email with the right to cancel my broadband and talk as sky can not fix the problem. Am looking at a new provider if I go with this provider they say they will contact sky and do everything does this affect my right to cancel if I do this

Switching to that provider would in effect cancel your Sky contract: the email is just confirming Sky will not charge you an early exit fee. It's almost always preferable to switch rather than cancel, because cancellation triggers a minimum ten working day wait for service provisioning by any other ISP.
I'd observe that any ISP offering such a switch must by definition be using the same network as Sky, so unfortunately whatever problem you are currently encountering is likely to continue.

but keep the email safe and indefinitely should there be any come back
