Internet in and out already reset and slow speeds.

I've had connection and speed issues since Thursday. I'm averaging 20 Mbps when I'm on a speed guarantee I've also had issues with the network dropping in and out. The sky app says there's no problems but speed test says different. 
I've unplugged the router / restarted numerous times but still same issues.
