External black junction box hanging off wall

Just noticed black junction box hanging off the outside wall. Who do I contact about this, it's a joke trying to get help

@DaveE24  Id your broadband and talk service down and this is the cause of the fault or is it getting the point that it is not safe? Are you able to take a picture of the box to give us more context on the issue.
