Broadband speed wrong

After checking my broadband speed on 'check my broadband speed', this shows 131mps. However Sky account shows 151mps which I am being charged for.  My internet has been slow and dropping off the last couple of weeks. Been told due to new BT line upgrading so why isn't my speed higher than 131 and why hasn't my line been upgraded as Sky use BT?
