Blocked Duct - Crown Estate Land

We have a slightly unique situation in that the Openreach duct to our property is blocked and so they can't complete our FTTP install. The duct sits in the grass path of our development; of which the land now belongs to the Crown Estate (following escheat after the builder went bust) - they have a policy of not giving consent (due to the suggested liability by doing so) but also do not object. Openreach won't proceed until its signed...

 

Has anyone else been in this situation? We have sent a copy of a letter from the Crown Estate solicitor to the PTW team at Openreach and Sky have escalated to a Case Manager with Openreach, but, we're still stuck.

@ChrisBaskerville What is the problem, you have done all that you think is required, sky are trying to help and OR have the final responsibility, so is it you are just waiting time wise, or trying to rush it along which is probably not going to happen. Waivers are just a minefield for anyone....

The "problem" is as above ... OR advise they cannot proceed until a PTW is signed, and, there is nobody who can/will sign the PTW due to the way the Crown Estate statute and rules sit.
