If someone has an old computer of mine can they still tune in to my broadband and watch what I am doing on my phone and TV as I am sure this is happening. And if so could be getting sky without paying for it

If the computer had stored WiFi credentials and the user was within about twenty metres of the property, then yes.

and watch what I am doing on my phone and TV

No, that's not possible.

Conceivably yes, but only if you had previously installed Sky Go on the computer.
