As a diagnostic check, plug your magic eye straight into the IO Link (which is at the other end of the cable plugged into the IO port) in place of the cable which goes to your other tv.

Does the power LED then light?

So your Sky box, the IO Link and the magic eye are all ok and the problem lies with the cable between the IO Link and the remote TV. Usually the problem is with the plug at one end or the other of the cable (or both), so the solution is to remove the plugs at the ends of the cable and refit them after cutting back the cable by an inch or so.
