why does Eurosport 4K have no commentary?

Not possible. Miniboxes are HD only.

Is that a permanent thing or is it just not ready yet ?

Permanent. The mini boxes do not have UHD capability.

Permanent with the current hardware. They may introduce a new 4K capable minibox at some point but we have no idea when.

And if they do they might need an upgraded main box as well, as the current main box can only support 2 HD mini boxes
