Plenty of service-related industries do this.
The reason is that most customers don't keep track of when minimum terms or discounts end, and therefore don't regularly switch, and thus start paying the higher prices. If the majority of consumers kept on top of things like this, these industries would be forced to change their approach and look at good retention deals for existing customers again.
