I want to cancel my suspended account
why you suspend my account because I already talk with your staff on phone and he a agreed and told me to your plan price is chang and you still charg 26 pound so please remove the suspending

You are only talking to other Sky customers here and not Sky staff.
If your bill hasn't been paid then no matter what Sky told you your services will be suspended until you pay what you owe in full and setup your payment method again. This is an automated process of which Sky staff can not overule to stop.
