Changed Broadband provider in August but Sky still billing me.

I changed my broadband provider in August but Sky are still billing me. Depite ringing me two weeks ago and offering my a better TV package to reduce my bill. They are still charging me even though I spoke to the gentleman who rang me to get me a better TV deal, he just brushed it off. 

The digital assist is rubbish and doesn't understand my query!

Not always - if you haven't actually given Sky notice to cancel (or BT didn't perform a 'line takeover') then you still have a contract with Sky...

@Emjay Did you actually cancel your broadband service or just move provider? If you just moved then which provider did you move to?

If you move to BT fibre you have to cancel it yourself
