'This programme cannot be purchased as your spending limit has been reached'

My Sky Q is paid monthly by direct debit and the account is up to date abd in credit 

When I select to rent a movie, I get an information message on screen 'This programme cannot be purchased as your spending limit has been reached'

Does anyone know how to resolve the issue sky customer service is not operational since March 2019, is this even legal?
