Looks like sky are considering making some changes to sky cinema. Possibilities include, sky cinema including a free sky store film weekly/monthly or for a £1, and removing paramount plus.

Removing Paramount+ is a bad idea. That's probably one of the key features that actually make Sky Cinema worth paying for.
I wonder if it has something to do with the imminent introduction of Paramount+'s premium tier in the UK, where you can pay more to get 4K/HDR.

I read they are launching 310 channel as free from 1st November, unless I am mistaken

Sky Cinema Bonfire Night will be free from 1 November according to the article and 2 November according to Sky to approx. 9 November and will be free for Sky customers only.
This is not a permanent change.
