The difference with the Hayu app is that it does not have a tiered system like the other apps. Hayu is always HD and always ad-free, that's why it requires a subscription. There's no ad-supported tier for Sky to include in their packages. There's no UHD tier to charge more for.
Hayu relies on subscriptions to make money and therefore help fund the programmes it shows. If everyone stops paying Hayu then budgets will drop, fewer programmes will get made and it'll eventually shut down. TV isn't free. There are hundreds of people involved in making a series of Below Deck or Real Housewives. They don't work for free.
None of us know what kind of deal Comcast/Sky have made with Hayu but it's clearly not being seen as a premium addition to the Sky package line-up. It's there as a bit of added value for casual viewers as far as I can see.
Personally, if I were a fan of that type of reality programming, I would be paying Hayu directly for it so that I get it sooner, in the best quality, and know that my money is going directly to the service in order to help prolong it.

Hayu is Comcast/NBC Universal
hence all it's Bravo content from the US , the 1 US cable channel that wasn't spun off into Versant unlike Syfy , USA Network, CNBC , MSNBC (now known as MS Now)
