as the internet is working can I just plus a normal phone into the internet router and use that as a phone?

If the wider outage has been caused by a vehicle demolishing a streetside cabinet for example, it will prolong a repair. The same applies to a fault that means Openreach have to dig a road or pavement up as they have to seek permission from the council and find an available crew to carry out the work.

I'm afraid not. That would only work if you had Sky internet calls. As your phone normally works from the wall socket, you have standard calls.
(BTW, there's no such thing as BT Openreach any more. BT is a service provider just as Sky, TalkTalk, Virgin etc are). Openreach is now a separate organisation to all intents and purposes, responsible for maintaining the telephone/broadband network)
