itemised call charge

My itemised national call to a UK national home phone number - and not to a mobile. 

The call duration was 00.46 min only. So why was I just charged £12.94 for it?

This charge seems very high!

If you don't have a call package, you're charged 27p per minute for the call + a connection charge of 25p
