Depends which tariff you're on. If Sky Pay As You Talk then no. Otherwise may be inclusive for up to 1 hour. Then you hang up and dial again.

Is it included in your sky talk landline as their gave me a 03 number to call and was wondering if this would incur extra costs?

Calls to Sky Customer Services are inclusive at all times from a Sky Talk landline or Sky Mobile.
