As you've been advised a number of times here, the cable is your responsibility. If you can't remove it yourself employ a local handyman to do it.

To be precise, Sky satellite television contracts have always passed ownership of the dish and all associated cabling over to the householder (and subsequent occupants) upon installation specifically so that Sky is not responsible for removal of legacy infrastructure.
