'Whole Home' is a marketing name, not a literal promise: Sky has no idea how many television sets any particular household wants to have running on Stream.

once your account is fully setup you can order upto a further 5 pucks at £39.95 each online

As I said, Sky has no idea how many television sets you possess if you don't tell them.
'Whole Home' is a rather unfortunate choice of name, and you're certainly not the first forum poster to have misunderstood it.
Weirdly it's also used by BT for their extra cost WiFi system (in which context it makes rather more sense) so Sky really should have known better.
