Yup.  Partly because different types of services that are covered by different regulations therefore requires different contracts and T&Cs. Partly due to start dates being different, as TV contract would be unlikely to start on the say day your broadband is activated.

I believe you can change or choose the direct debit dates so that they come out the same time. I'm not sure if you may have to make a few months payments before you can do this if you haven't specified before start
