Does sky stream have Bluetooth to connect soundbar If so how do I connect
No. Bluetooth on Stream is only for the remote control.
The TV that you attach the puck to may have Bluetooth audio output.

Interesting, I've just had a feedback questionnaire come through and it asks if I used Bluetooth for headphones on my Sky Stream? Not sure if this is a mistake but my quesstionaire did specifically state Stream not Glass. Is this an incoming feature?

Posted by a Superuser, not a Sky employee. Find out more@theones Sky very rarely comment on future plans but it is possible Sky are considering adding bluetooth audio to the Stream pucks. From what we know about the hardware it would be relatively simple to do as they run the same firmware as the TVs so it is entirely possible the hardware can handle bluetooth audio out. However i wouldn't start counting chickens as many ideas are considred and not taken forward.

Does anyone know the tech specs of the box ? I'd love to watch tv late at night but alas no BT forces one to sleepless nights and resenting sky.

Essentially: cheap.
The 'tech specs' are unlikely to be helpful: we know it's HDMI 2.1, WiFi 6, 100Mbs ethernet. The Glass television uses an Amlogic 962 SoC and it's quite possible Stream does too: Glass supports A2DP Bluetooth headphones.
